ΓΑΛΛΙΑ – Αντριέ Φιλόν| «Θεματική βραδιά: κοιτάμε μια κόκκινη οθόνη και ένα επίχρυσο άγαλμα», συνόψισε ειρωνικά κάποιος στο Discord. Μετά την έναρξη των συζητήσεων στις 23:50, τρεις αναστολές συνεδριάσεων και μια ψεύτικη ειδοποίηση σχετικά με τον πρωθυπουργό Jean Castex που έρχεται στη Συνέλευση, η νύχτα ήταν ανήσυχη.
Μια κοκορομαχία: Σκεφτήκαμε να το ξανακάνουμε. Ενώ τη Δευτέρα η συνεδρίαση είχε ήδη διακοπεί λόγω ενός «coup de rideau» που στόχευε κατά της πλειοψηφίας, το ημικύκλιο επρόκειτο να ζήσει ξανά την ίδια εμπειρία. Βασικά, όχι ακριβώς. Η συνεδρίαση ξεκίνησε με συζήτηση σχετικά με την εφαρμογή του νόμου κατά της βίας μεταξύ των οικογενειών. Κατάσταση ημικυκλίου: Σχεδόν άδειο. Καθώς πλησίαζε η 23:50, μπορούσε κανείς να ακούσει τους βουλευτές να στήνονται – τα ¾ των ενδιαφερόμενων ήρθαν μόνο για τη δεύτερη σειρά της ημέρας: Τη συζήτηση του νομοσχεδίου που ενισχύει τα εργαλεία διαχείρισης κρίσεων.
Αυτό το δεύτερο μέρος ξεκίνησε σε ένα μάλλον ηλεκτρισμένο πλαίσιο μεταξύ αριστεράς και αντιπολίτευσης. Επίμαχο ήταν οι δηλώσεις που έκανε ο πρόεδρος Εμανουέλ Μακρόν στη Le Parisien λίγες ώρες νωρίτερα, ο οποίος δήλωσε: “Δεν είμαι υπέρ του να τσαντίζω τους Γάλλους. Λοιπόν, τους μη εμβολιασμένους, θέλω πολύ να τους εκνευρίσω. Άρα είμαστε ότι θα συνεχίσω να το κάνω μέχρι το τέλος». Αυτή η δήλωση έρχεται σε ένα πλαίσιο μιας πολιτικής εποχής που είναι ήδη πολύ απασχολημένη.
Έχουν περάσει πέντε λεπτά και ήδη υπάρχουν εκκλήσεις για πρώτη διακοπή της συνεδρίασης σε δύο διαδικαστικά θέματα. «Θα ζητήσουμε την αναστολή τα μεσάνυχτα, όπως χθες», σφυρηλατούσε, βουλευτής.
Τα μεσάνυχτα, καθώς η ένταση αυξάνεται και συνειδητοποιούμε ότι οι συζητήσεις δεν θα είναι δυνατές υπό αυτές τις συνθήκες, δίνεται 10λεπτη διακοπή. Ο Olivier Véran απάντησε στις διαμαρτυρίες, «Δεν θα μπω σε σημασιολογικές συζητήσεις». “Συζητάμε εδώ και δύο ημέρες για αυτούς τους Γάλλους που δεν προστατεύονται. Το επείγον για την εθνική αντιπροσωπεία σήμερα είναι να βρει λύσεις για την προστασία τους”.
«Δεν έγινε»
Περίπου είκοσι λεπτά αργότερα, η συνάντηση συνεχίστηκε. Ο Marc le Fur, ο πρόεδρος της συνεδρίασης, μας υπενθυμίζει ότι θα δώσει τον λόγο σε όλες τις ομάδες που επιθυμούν να μιλήσουν. «Έχουμε ακόμη ημερολογιακούς στόχους», επιμένει.
Ο Υπουργός Υγείας, Olivier Véran, πήρε τον λόγο κάτω από έναν συντριπτικό θόρυβο. «Αρνούμαστε να στερήσουμε από τους Γάλλους την απαραίτητη φροντίδα γιατί δεν μπορούμε να βρούμε μέρη», δήλωσε. «Ο εμβολιασμός είναι μια λύση στα χέρια μας».
Η συνεδρία διακόπτεται για άλλα δέκα λεπτά.
Την ίδια ώρα, στο Twitter κυκλοφορεί η φήμη ότι ο πρωθυπουργός Ζαν Καστέξ θα επιστρέψει στο Palais Bourbon. Είναι η Brigitte Boucher, παρουσιάστρια στο LCP, η οποία είναι στην αρχή. Διέγραψε το tweet της μόλις οι πληροφορίες αποδείχθηκαν ψευδείς.
Πράξη V
Στη 1:38. Η συνεδρία συνεχίζεται για τρίτη φορά. Ο Ούγκο Μπερνασίλις πήρε τον λόγο, “πέρα από την προεδρική κρίση που πυροδότησε ο πρόεδρος της δημοκρατίας. Συγγνώμη, ο προεδρικός μονάρχης” δήλωσε μπροστά στο ημικύκλιο. Αλλά μετά, τι γίνεται με τον πρωθυπουργό; Πού είναι? Δεν τον βλέπουμε στους υπουργικούς πάγκους.
Ζαλισμένος, ο Ντάμιεν Αμπάντ, πρόεδρος της ομάδας Les Républicains (LR), είπε «ζητούμε την αναστολή της συνεδρίασης, ζητάμε να έρθει ο πρωθυπουργός». Για αλλαγή, η συνεδρία έχει ανασταλεί και υποτίθεται ότι θα συνεχιστεί στη 1:50.
Είναι 1:57 όταν η χρυσή πλάκα και η κόκκινη οθόνη εξαφανίζονται για τρίτη φορά, για να αφήσουν ένα ημίκυκλο να βράζει όσο και στην κατάσταση που έμεινε πριν την ανάρτηση. «Δεν θα συνεχίσουμε να συζητάμε ένα κείμενο που είναι εκεί για να τσαντίσει τους Γάλλους», λέει η Mathilde Panot, πρόεδρος του ομίλου LFI. Λίγα λεπτά αργότερα, ο Marc le Fur, πρόεδρος της συνεδρίασης, ηχεί το τέλος της αναψυχής. Πιστεύει ότι δεν πληρούνταν «οι γαλήνιες συνθήκες εργασίας». Οι συζητήσεις συνεχίζονται σήμερα.

After an opening of the debates at 11:50pm, three suspensions of session and a fake alert about Prime Minister Jean Castex coming at the Assembly, the night was restless.
A cockfight
We thought of a remake. While on Monday the session had already been suspended because of a “coup de rideau” aimed against the majority, the hemicycle was about to live the same experience once again. Well, not really. The session opened on a debate about the application of the law against violence among families. State of the hemicycle: almost empty. As 11:50pm was approaching, one could hear the deputies setting up – the ¾ of the concerned only came for the second order of the day: the discussion of the draft bill strengthening crisis management tools.
This second part began in a rather electric context between the left and the opposition. At issue were the statements made by President Emmanuel Macron to Le Parisien a few hours earlier, “I’m not in favor of pissing off the French. Well, the non-vaccinated, I really want to piss them off. So we’re going to keep on doing it, until the end”. This statement comes in a context of a political season already very busy.
Five minutes have passed and already there are calls for a first suspension of the session on two points of order. “We will ask for the suspension at midnight, like yesterday”, hammered a deputy. At midnight, as the tension rises and we realize that the debates will not be possible in these conditions, a 10-minute suspension is granted. Olivier Véran responded to the protests, “I will not enter into semantic debates”. “We have been debating for two days about these French people who are not protected. The urgency for the national representation today is to find solutions to protect them.”
“It isn’t done”
About twenty minutes later, the meeting resumed. Marc le Fur, the chairman of the meeting, reminds us that he will give the floor to all the groups who wish to speak. “We still have calendar objectives”, he insists.
The Minister of Health, Olivier Véran, takes the floor under an overwhelming noise. “We refuse to deprive French people of essential care because we can’t find places,” he says. “Vaccination is a solution in our hands,” he hammers.
The session is suspended for another ten minutes. “That, that is not done that”, he says “off”.
At the same time, the rumor runs on Twitter that the Prime Minister Jean Castex will return to the Palais Bourbon. It is Brigitte Boucher, presenter on LCP, who is at the origin. She deleted her tweet as soon as the information turned out to be false.
Acte V
At the 1h38am. The session resumes for a third time. Ugo Bernacilis took the floor, “in addition to the presidential crisis triggered by the president of the republic. Sorry, the presidential monarch” he declared in front of the hemicycle. But then, what about the Prime Minister? Where is he? We don’t see him on the ministers’ benches.
Stunned, Damien Abad, president of the group Les Républicains (LR) clutches, “we ask for a suspension of the session, we ask for the PM to come”. For a change, the session is suspended, and is supposed to resume at 1:50.
It is 1:57 when the gold plate and the red screen disappear for the third time, to leave a hemicycle as boiling as in the state where it was left before the suspension. “We will not continue to discuss a text that is there to piss off the part of the French,” hammers Mathilde Panot, president of the LFI group. A few minutes later, Marc le Fur, president of the session, sounds the end of the recreation. He believes that “the serene conditions of work” were not met. The debates resume today.
